TankDK Threat value changes for 2.2.20

I've just re-worked the CombatTable.cs because I found in my initial integration I was mixing up DPS and Damage values for threat generation.  I've verified that I'm no longer evaluating DPS/TPS in combattable.cs, and now it's only done once, after I've done all the work in combattable class.  You will see a significant change in Threat values that I expect to be closer to the TPS numbers found in-game for the selected rotation.
