This doesn't completely solve the haste problem, but the distribution tables should be more accurate.

Rawr 4.3.6

- SP is now correctly set to 55% of AP
- Further tweaks to Export to EnhSim
- Fix for 21931 - Gargoyle damage was not actually related to Summon Gargoyle talent like it should be.
- Fix for 21932: Unholy Frenzy wasn't modeled.
- 21930: SS was not properly taking into account Bonus damage from mastery for it's shadow component.

- Combustion policy optimization tool (using idealized ignite model currently, still need to add the free tick model).

- Beacon of Light is triggered by Word of Glory, Holy Shock, Flash of Light, Divine Light and Light of Dawn at 50% transference and Holy Light at 100% transference. It does not transfer Holy Radiance, Protector of the Innocent or other sources of healing.
- Glyph of Light of Dawn now lowers the number of targets to 4, instead of increasing targets to 6, but increases healing by 25%.

- Shooting Stars procs do need to decrement the Starsurge cooldown by the global cooldown, because the CD starts when the nuke is launched.
- Shooting Stars procs were being based off partial ticks of dots.
- Fix a bug in the simulator where the dot tick calculator used the wrong tick rate for Insect Swarm.
- The Moonfire/Sunfire transition should not be clipped.
